What a Panel Upgrade for EV Charging Costs in Austin

What drives the price of an Austin panel upgrade — and the cheaper middle option most installers do not mention before quoting a new service.

Before anything else: there is a reasonable chance you do not need this.

Panel upgrades are the most frequently over-sold item in EV charging, and Austin’s mixed housing stock makes it easy to sell. The person quoting you may genuinely believe it. The way to find out is a load calculation, which is a short piece of work that settles the question properly.

The three outcomes, and why the middle one matters

A whole-home load calculation totals your fixed loads — heating and cooling, water heater, range, dryer — against your service rating, and reports what is left.

Headroom exists. Add the circuit. No upgrade, no utility involvement. This is the common answer in Round Rock, Hutto, Cedar Park, Kyle, Buda and the rest of the post-1995 development, where 200-amp services were standard.

Headroom is close. This is the outcome that gets skipped, and it is the one that saves people the most money.

A load-management device lets the charger use capacity that is present but not always simultaneously available. It monitors the service and throttles or pauses charging when the house is drawing hard — an August evening with the air conditioning running and the oven on — then lets the charger take what it wants once the load drops.

For overnight charging, which is what almost everyone actually does, the practical impact is close to zero. The car is parked for ten hours and needs perhaps four. It does not care when it gets them.

It costs a small fraction of a service upgrade and it requires no involvement from your utility at all. If nobody has mentioned it before quoting you a new panel, that is worth asking about directly.

The service is genuinely the limit. Then the upgrade is real. This is the common answer in central Austin — Hyde Park, Rosedale, Travis Heights, Bouldin — and in the 1970s and 1980s stock around Anderson Mill and Wells Branch, where 100 and 125-amp services were reasonable at the time and are tight now.

What makes one upgrade cost more than another

Assuming you genuinely need one, the spread comes from a handful of things:

What the service entrance looks like. Replacing a panel is one job. Replacing the service entrance conductors, the meter enclosure and the mast is a bigger one. Which you need depends on what is there and what condition it is in.

Grounding. Older properties frequently have grounding electrode arrangements that no longer satisfy the adopted code. That gets brought up to standard as part of the work, and on a 1950s central Austin house it is not a trivial addition.

What else the panel is hiding. Opening up an old service reveals things. Circuits that have been extended rather than replaced, cloth-insulated conductors behind a modernised panel face, panel brands with a poor safety record. We will tell you what genuinely has to be addressed now and what can reasonably wait, rather than presenting everything as urgent.

Overhead or underground. How the supply arrives changes the work at the utility end.

Your utility sets the schedule, and there are six of them

This is the part people find surprising if they have moved from a single-utility city.

A service upgrade requires the supply to be disconnected and reconnected. That is the utility’s work, on the utility’s schedule.

Austin Energy, Georgetown Utility Systems and San Marcos Electric are municipal. Pedernales and Bluebonnet are member cooperatives, where you are a member rather than a customer and the process reflects that. Oncor is a delivery utility on the competitive market covering most of Williamson County.

They have different requirements, different paperwork and different lead times. The boundaries follow service territory rather than city limits, so the provider on your bill decides this — not your postal address.

Any installer quoting you a completion date without knowing which of the six serves your meter is guessing.

The rebate applies to this too

If Austin Energy supplies you, the home charging programme covers the installation as well as the equipment. Where a panel upgrade is genuinely part of getting a charger installed, that is worth discussing in the context of what the programme will and will not treat as installation cost.

The conditions are unchanged: licensed electrician, permitted and inspected work.

What size, if you are doing it anyway

Two hundred amps covers the large majority of households with an EV, and generally with a second one added later.

Four hundred is worth genuinely considering — not defaulting to — where the property has an accessory dwelling unit, a workshop, a pool, or where the plan includes solar, storage and bidirectional charging over the next few years. Doing it once is considerably cheaper than doing it twice.

The calculation and your actual intentions decide that. Square footage does not.

The order to do this in

Load calculation first. Then find out which of the three outcomes you are in. Then, if it is genuinely the third, get the upgrade priced with the utility’s process in view.

Doing it the other way round — accepting an upgrade quote and then discovering the calculation says you never needed one — is a common and expensive sequence.

Common questions

Do I definitely need a panel upgrade for an EV charger?

Frequently not, and it is the most over-sold item in this trade. A load calculation settles it, and in the post-1995 housing across Williamson and Hays counties it usually reports that the headroom is already there. Where the gap is small, a load-management device closes it for a fraction of the cost.

What is the middle option nobody mentions?
